Treat silica dust like asbestos, says parliamentary group
A group of MPs and Lords is calling for new regulations to treat silica dust like asbestos, and to halve the legal limit to workplace exposure.
The All Party Parliamentary Group for Respiratory Health said more should be done to tackle silicosis, the most common chronic occupational lung disease in the world. It is caused by respirable crystalline silica, which is created when bricks or stone are fractured, cut or drilled into. There are around 450 lung cancer deaths a year among former construction workers exposed to the dust.
After carrying out an inquiry, the group has made a number of recommendations in a new report called Silica – the next asbestos? These include halving the legal workplace exposure limit for silica dust from 0.1mg per metre cubed to 0.05mg per metre cubed, in line with a 2003 recommendation from the scientific committee on occupation exposure limits.

It also called for new health and safety regulations to be introduced specifically to control respirable crystalline silica. Bam Nuttall health and safety advisor Robert Bradford was among those to call for the move during the inquiry. The regulations would mandate a testing regime with staged diagnosis levels in order to give employers an understanding of whether workers should continue to be exposed.
Jim Shannon, chair of the parliamentary group, said: “This inquiry has given us real insight into the steps being taken to improve at-work health, especially around the issue of silica dust. We hope this report will assist the Health and Safety Executive, the government and the construction industry to shine light on an under-documented issue and protect the construction workforce from preventable injury and illnesses.”
Gregg McClymont, director of policy at not-for-profit finance firm B&CE, which worked with the parliamentary group to carry out the inquiry, said: “The aim of this report is to start a long-overdue conversation between government, parliament, health bodies and the construction industry about how to tackle silicosis; an entirely preventable, often fatal, condition.”
